- Private Property Exemption: If you sell your subsidized HDB flat and purchase a private condominium or landed property, you are NOT required to pay a resale levy. The levy applies strictly when acquiring a second subsidized public home.
1. Statutory Resale Levy Rate Schedules
For subsidized flats sold on or after 3 March 2006, HDB enforces a Fixed Resale Levy Schedule based on the flat type sold:

2. Executive Condominium (EC) Dynamics: The 2013 Boundary
Upgrading from an HDB flat to an Executive Condominium is the most popular progression path for middle-class Singapore households. However, many buyers fail to budget for the levy in their cashflow models:

3. Timing Your Sale: Before vs. After Key Collection
The timing of your existing flat's sale dictates how and when the levy is settled:
- Option A: Selling Existing Flat BEFORE Key Collection of New Home:
- The resale levy is deducted directly from the cash proceeds realized upon the completion of your existing flat sale.
- If cash proceeds are insufficient, the outstanding balance must be paid in cash prior to collecting keys for the new flat.
- Option B: Selling Existing Flat AFTER Key Collection (Within 6-Month Window):
- You take possession of the new BTO or EC first.
- You must pay the resale levy in cash upfront upon key collection, plus an additional 5% per annum interest assessed if the existing flat sale was delayed.
