If you are a Singapore Citizen buying with CPF, start here. That means couples and families, and single citizens aged 35 and above buying on their own (Housing & Development Board, 2026). Executive Condominium (EC) buyers should read it too, but note up front: an EC is not an HDB flat, and a separate set of ceilings and grant tables applies (PropAce Institutional AdvisoryResearch Desk, 2026).
Every eligibility check starts with your core family nucleus — the applicant(s) and occupier(s) who enable the household to qualify under an eligibility scheme (Housing & Development Board, 2026). Core members must remain on the application and physically reside in the flat for the minimum occupation period (MOP) after purchase; their names cannot be removed (Housing & Development Board, 2026). The same residency rule binds EC buyers and their core occupiers (Housing & Development Board, 2026).

Step 1: Get your HFE letter before you shop
Get this letter before you view a single flat. Apply for an HDB Flat Eligibility (HFE) letter before you shop (Housing & Development Board, 2026).
The ceilings the HFE letter checks against moved at the National Day Rally 2026 on 23 August 2026 (PropAce Institutional AdvisoryResearch Desk, 2026). For HFE applications submitted on or after 24 August 2026:
- Family buying a new BTO flat (3-room or bigger), a resale flat with a CPF Housing Grant, or taking an HDB concessionary housing loan: monthly household income ceiling S$16,000, raised from S$14,000 (PropAce Institutional AdvisoryResearch Desk, 2026). - Two or more singles under the Joint Singles Scheme: assessed against the S$16,000 family ceiling, not the S$8,000 single ceiling (PropAce Institutional AdvisoryResearch Desk, 2026).
- Extended family buying public housing: S$24,000 — 1.5 times the S$16,000 family ceiling — with each family nucleus capped at S$16,000 (PropAce Institutional AdvisoryResearch Desk, 2026).

Step 2: Build your budget from cash, CPF OA, grants and loan
Measure your target against where prices sit. HDB resale prices averaged S$652 psf in 2026-Q2 — unchanged from their S$652 psf peak and 57.5% above the S$414 psf trough, according to HDB resale data via data.gov.sg (PropAce Institutional Advisoryverified, 2026). Step 3: Match your income ceiling to your purchase route
Match the ceiling to the route. The S$16,000 family ceiling covers three routes: a new BTO flat from HDB (3-room or bigger), a resale flat bought with a CPF Housing Grant, and an HDB concessionary housing loan (PropAce Institutional AdvisoryResearch Desk, 2026). The S$8,000 single ceiling covers a 2-room Flexi new flat (99-year lease), a resale flat with the Singles Grant (up to 5-room), and an HDB housing loan (PropAce Institutional AdvisoryResearch Desk, 2026).

Buying a new EC from a developer? The ceiling is S$18,000, raised from S$16,000, applying only to units in projects whose land-sale tender closing dates fall on or after 24 August 2026 (PropAce Institutional AdvisoryResearch Desk, 2026). Older EC projects and balance units keep the S$16,000 ceiling (PropAce Institutional AdvisoryResearch Desk, 2026).
Step 4: Stack the grants that apply to your purchase
Resale flats draw on three stackable grants. The CPF Housing Grant (Family) pays first-timer families S$80,000 for a 4-room or smaller flat and S$50,000 for a 5-room or bigger flat (PropAce Institutional AdvisoryResearch Desk, 2026). Singles receive half: a S$40,000 Singles Grant for 4-room or smaller, S$25,000 for 5-room (PropAce Institutional AdvisoryResearch Desk, 2026). Both resale grants were raised on 14 February 2023 (PropAce Institutional AdvisoryResearch Desk, 2026). The Family grant amount was unchanged by the NDR 2024 and NDR 2026 rallies (PropAce Institutional AdvisoryResearch Desk, 2026).
The Enhanced CPF Housing Grant pays up to S$120,000 for eligible first-timer families and S$60,000 for first-timer singles. Two singles under the Joint Singles Scheme can draw up to S$120,000 combined (PropAce Institutional AdvisoryResearch Desk, 2026). It applies to both new and resale flats, is tiered by income, pays most at household income of S$1,500 or below, and tapers to zero above the ceiling (PropAce Institutional AdvisoryResearch Desk, 2026). The Proximity Housing Grant adds S$30,000 for families living with parents or a married child and S$20,000 for living within 4km; singles get S$15,000 and S$10,000 respectively (PropAce Institutional AdvisoryResearch Desk, 2026). It applies to resale flats only and has no income ceiling (PropAce Institutional AdvisoryResearch Desk, 2026).
Stacked together, a first-timer family buying resale can reach S$230,000 in total grants; a single can reach S$115,000 (PropAce Institutional AdvisoryResearch Desk, 2026).
Step 5: Size your housing loan — HDB or bank
Taking the HDB concessionary loan route means staying under the income ceilings from Step 1: S$16,000 for families, S$8,000 for singles (PropAce Institutional AdvisoryResearch Desk, 2026).
Step 6: Learn the separate Executive Condominium rules
An EC is not an HDB flat. Its grants run on a different scale (PropAce Institutional AdvisoryResearch Desk, 2026).
SC/SPR households may later claim a S$10,000 Citizen Top-Up when a qualifying SPR family member obtains Singapore citizenship or an SC child is born — provided they apply within 6 months of meeting the criteria (Housing & Development Board, 2026). The grant is credited to the CPF Ordinary Accounts of eligible first-timer SC members of the core family nucleus (Housing & Development Board, 2026).
Resale ECs are a different game: no CPF housing grants apply (Housing & Development Board, 2026). There is no monthly household income ceiling for resale EC purchases (Housing & Development Board, 2026). ECs in projects whose land-sale tender closed on or after 8 May 2026 can only be sold after the 10-year MOP; other projects carry a 5-year MOP (Housing & Development Board, 2026).
Step 7: Apply for grants and the Citizen Top-Up on time
Grants flow through CPF, not cash. When your household is eligible for the CPF Housing Grant, first-timer SC members of the core family nucleus receive the grant based on their eligible share, credited into their CPF Ordinary Accounts (Housing & Development Board, 2026).
Miss the window and the money is gone. The Citizen Top-Up application must be submitted to HDB within 6 months of meeting the citizenship criteria (Housing & Development Board, 2026).
Step 8: Close the deal, then meet the MOP and disposal deadlines
Buying is not the end. Core members must physically reside in the flat during the MOP (Housing & Development Board, 2026). When you sell a flat or EC bought with CPF, the CPF savings used must be returned to the CPF Ordinary Accounts of the eligible members (Housing & Development Board, 2026).

Common mistakes to avoid

- Treating the EHG ceiling as your purchase ceiling. A household can clear the S$16,000 purchase ceiling yet still be above the S$9,000 EHG cap (PropAce Institutional AdvisoryResearch Desk, 2026).
