Prior to 2015, designing and rebuilding a landed house in Singapore was constrained by rigid, prescriptive micro-regulations governing individual floor-to-ceiling heights, attic angles, and roof profiles.
To foster architectural innovation and allow homeowners to optimize usable space, the Urban Redevelopment Authority (URA) introduced the Envelope Control Framework.
Under Envelope Control, URA no longer dictates internal floor heights. Instead, landed properties are governed by a volumetric 3D spatial envelope defined by permissible building heights and statutory boundary setbacks.
Executive Rules of URA Envelope Control
- The Volumetric Paradigm: Landed homes can be configured with flexible internal floor layouts (including high-ceiling double-volume voids and mezzanines), provided the entire building mass stays within the statutory 3D envelope.
- Maximum Building Height Limits:
- 2-Storey Landed Envelope: Maximum overall building height of 12.0 meters (measured from ground level to the highest point of the roof).
- 3-Storey Landed Envelope: Maximum overall building height of 15.5 meters.
- The Attic Building Envelope: An attic must sit within a 45-degree angle profile measured from the top of the allowable 2-storey (8.5m) or 3-storey (12.0m) building height setback lines.
1. Permissible Height & Envelope Dimensions
`` 3-STOREY ENVELOPE (Max 15.5m) ▲ 15.5m │ / \ ◄── Attic Roof within 45° slope ├────────────/───\──────────── 12.0m │ ┌─────────────────────────┐ ◄── 3rd Storey Ceiling │ │ │ 8.5m │ ├─────────────────────────┤ ◄── 2nd Storey Ceiling │ │ │ 0.0m └─┴─────────────────────────┴─► Ground Level (Platform Level) ``
Mezzanine Floor Guidelines
Under Envelope Control, a mezzanine floor can be incorporated without counting as an additional formal storey, provided:
- The mezzanine stays strictly within the overall 12.0m (for 2-storey) or 15.5m (for 3-storey) envelope.
- The mezzanine floor area does not exceed 50% of the floor area of the storey immediately below it.
2. Road Categories & Statutory Boundary Setbacks
The position of your house on the land lot is dictated by the road category fronting the property under the Street Works Act:
| Fronting Road Category | Road Buffer Setback (Wall to Road Reserve) | Green Buffer Requirement |
|---|---|---|
| Category 1 (Expressways) | 15.0 meters | 5.0 meters |
| Category 2 (Major Arterial Roads) | 12.0 meters | 3.0 meters |
| Category 3 (Minor Arterial Roads) | 7.5 meters | 3.0 meters |
| Category 4 (Primary Access Roads) | 7.5 meters | 3.0 meters |
| Category 5 (Local Access Streets) | 3.0 meters (Terrace/Semi-D) / 4.5 meters (Bungalows) | Nil / 2.0 meters |
3. A&A vs. Full Reconstruction: The Cost-Benefit Tradeoff
When acquiring an older 1970s single-storey terrace or semi-detached house, buyers face a pivotal choice:
- Additions & Alterations (A&A):
- Preserves $\ge 50\%$ of existing structural floor slabs and load-bearing walls.
- Statutory processing is expedited through BCA.
- Typical construction cost: S$350 to S$550 per sq ft of built-up area.
- Full Reconstruction / New Erection:
- Complete structural demolition down to piling foundation.
- Allows installation of private residential elevators, sub-basement car parks, and maximization of the full 15.5m 3-storey envelope.
- Typical construction cost: S$650 to S$1,000+ per sq ft of built-up area.

Frequently Asked Questions
What is the URA Envelope Control system for landed housing?
Introduced by URA in 2015, the Envelope Control framework defines the allowable building volume for landed houses based on a predefined 3D volumetric envelope and road setbacks, rather than prescribing rigid floor-to-ceiling heights.

What are the maximum permissible heights for 2-storey and 3-storey landed homes?
Under URA guidelines, a 2-storey landed house has a maximum allowable overall building height of 12.0 meters (inclusive of mezzanine and attic). A 3-storey landed house has a maximum allowable overall building height of 15.5 meters.

What is the planning difference between Additions & Alterations (A&A) and Reconstruction?
A proposal is classified as Reconstruction if the proposed Gross Floor Area (GFA) increase exceeds 50% of the existing GFA, if structural walls/columns are replaced by more than 50%, or if the building envelope is altered by adding extra storeys. Proposals below these thresholds are processed as Additions & Alterations (A&A).
