A single Singapore Citizen aged 35 earning S$7,500 a month qualifies for a 2-room Flexi BTO flat, including in Prime locations, or for a resale flat with the S$40,000 Singles Grant, but not for the Enhanced CPF Housing Grant, whose singles ceiling is S$4,500. Under these assumptions, a Prime 2-room Flexi flat is far cheaper, while a S$600,000 resale flat gives more space and a 5-year rather than 10-year MOP.

The situation
Sean is 35, single, a Singapore Citizen, and has never owned property. He lives with his parents and is deciding between applying for a 2-room Flexi flat in a Prime location and buying a 4-room resale flat now.

The HFE letter fixes which income ceiling applies, based on the date you apply for it.
The numbers
Option A: 2-room Flexi Prime BTO at S$280,000 (assumed)
- Grants: none. The EHG needs income of S$4,500 or less, and the Singles Grant is for resale flats only.
- HDB loan at 75%: S$210,000. At 2.6% over 25 years, the instalment is about S$953 a month.
- Downpayment: 25% = S$70,000, payable from CPF OA or cash.
- BSD: S$1,800 + 2% x S$100,000 = S$3,800.
- Timeline: about 4 years to keys, then a 10-year MOP. Under these assumptions he can sell, or buy private property, after about 14 years, around age 49. He can never rent out the whole flat.
- When he sells: he repays a percentage of the resale price as subsidy recovery, set for the project at launch.
Option B: 4-room resale flat at S$600,000
- Grants: Singles Grant S$40,000 + Proximity Housing Grant S$10,000 (living within 4km of his parents) = S$50,000, credited to his CPF OA. No EHG, because his income is above S$4,500.
- HDB loan limit by income: 30% of S$7,500 = S$2,250 a month. At the 3% sizing rate over 25 years, that supports up to about S$474,000.
- HDB loan at 75% LTV: S$450,000, below the income limit. At 2.6% over 25 years, the instalment is about S$2,042 a month.
- Downpayment: 25% = S$150,000. CPF OA S$120,000 + grants S$50,000 = S$170,000, so it can be paid from CPF, with S$20,000 left over (there is no compulsory cash downpayment for an HDB loan).
- BSD: S$1,800 + S$3,600 + 3% x S$240,000 = S$12,600.
- Timeline: keys within months, 5-year MOP. Under these assumptions he can sell, rent out the whole flat or buy private property after about 5 years, around age 40.

Under these assumptions, Option A costs about S$1,089 a month less, while Option B gives more space and earlier flexibility.
What changes the answer
- Income. Above S$8,000 a month, he loses the 2-room Flexi BTO, the Singles Grant and the HDB loan, and would need a bank loan with a 5% minimum cash downpayment. At S$4,500 or less, he could also get up to S$60,000 of EHG.
- Where the resale flat is. Living with his parents raises the PHG to S$15,000; buying more than 4km away removes it.
- Interest rates. The HDB rate is pegged to the CPF OA rate. A bank loan would be priced off SORA, which MAS published at 1.23% (3-month compounded) on 8 October 2026.
What to check for your own situation
- Apply for an HFE letter: it confirms your eligibility, grants and HDB loan amount under the ceiling in force when you apply.
- Check the subsidy recovery percentage and MOP in the sales brochure for any Plus or Prime project.
- Ask CPF how much of your OA and grants can go towards the downpayment.
- For a resale flat, check the remaining lease against age 95, which affects CPF use and the HDB loan.
- Think about how long you expect to stay, because the MOP limits selling, renting out and buying private property.

No. Owners must complete the MOP before buying private residential property, so a Prime flat's 10-year MOP plus the construction wait delays any move to private property.
